Subtitle: On the structural integrity of a lie held together by a semicolon

MEMORANDUM TO: Directorate of Public Sentiment FROM: Senior Syntactic Architect, Sector 4 DATE: October 14, 2026 SUBJECT: Re-classification of Event 89-B (The “Drought”)

The current nomenclature is causing unnecessary agitation. The word “drought” implies a temporary absence, a natural pause in the hydrological cycle. It suggests that water is merely hiding, waiting to return. This is factually incorrect and psychologically destabilizing. The public does not need to believe water is returning. They need to believe that the current state of dryness is a feature, not a bug.

We must replace the passive suffering implied by “drought” with an active, managed process. I propose the term “Hydrological Rationalization.”

Consider the syntax. “Rationalization” is a nominalization that erases the agent. No one is doing the rationalizing. The aquifer is not being drained by corporate extraction or climate negligence; it is simply being rationalized. The grammar performs the erasure. The subject disappears. The verb becomes a noun, and the noun becomes a policy. The public will read “Hydrological Rationalization” and think of balance sheets, of efficiency, of a clean, sterile order. They will not think of the cracked earth, the dust in the lungs of the children in the lower wards, or the silence of the birds.

The word “rational” is the key. It appeals to the intellect, bypassing the gut. It suggests that the suffering is logical, necessary, and therefore acceptable. If the suffering is logical, it is not cruel. If it is not cruel, it does not require outrage. It requires only compliance.

I have reviewed the press releases for the last quarter. The phrase “water conservation efforts” appears 412 times. This is too weak. “Conservation” implies saving something that is already there. We are not saving water. We are managing its absence. The new terminology must reflect the finality of the loss while masking it as a triumph of engineering.

MEMORANDUM TO: Directorate of Public Sentiment FROM: Senior Syntactic Architect, Sector 4 DATE: October 15, 2026 SUBJECT: Refinement of “Hydrological Rationalization”

The previous proposal is still too clinical. “Rationalization” sounds like a financial audit. It lacks the warmth of benevolence. We need a term that suggests care, even as we administer the poison.

I propose “Managed Aridity.”

“Managed” is the operative word. It implies control. It implies that the state is holding the reins, that the chaos of nature is being tamed by human will. “Aridity” is a scientific term, distant and cold. It removes the emotional weight of “drought.” One does not feel pity for aridity. One observes it.
